BALI: FREE PUBLIC EDUCATION THAT ISN'T FREE

 
BALI:  PENDIDIKAN gratis YANG TIDAK GRATIS


Yesterday the Bali Post reported that a group of parents in Dalung (northwest Denpasar) have complained that their local public grade school is forcing parents to buy a set of schoolbooks that should be free. The story made page two, and it was big.
 Kemarin Bali Post melaporkan bahwa sekelompok orang tua di Dalung (barat laut Denpasar) telah mengeluh bahwa sekolah dasar negeri setempat memaksa orang tua untuk membeli satu set buku sekolah yang seharusnya gratis. Cerita dua halaman, dan itu cerita penting.




This is interesting to me, because two of my pembantus are from Dalung, and we talk a lot about the things that impact their daily lives at home. One of the things often discussed is the cost of having kids in school.

 Hal ini menarik bagi saya, karena dua dari pembantu saya dari Dalung, dan kita berbicara banyak tentang hal-hal yang berdampak pada kehidupan mereka sehari-hari di rumah. Salah satu hal yang sering dibicarakan adalah biaya agar anak-anak bisa sekolah.


Public (government) schools are funded by the central government AND by local government budgets.

 Publik (pemerintah) sekolah yang didanai oleh pemerintah pusat dan oleh anggaran pemerintah daerah.



Officially, all public grade schools are entirely free of charge in Indonesia. In practice, this is not the case.
Secara resmi, semua sekolah negeri sepenuhnya bebas dari biaya di Indonesia. Dalam prakteknya, hal ini tidak terjadi.



Parents are almost always, at every school in Bali, hit with a variety of cash fees to pay. These fees are a form of corruption. But parents get hit with them anyway, and they really have no alternative but to pay.

Orang tua hampir selalu, di setiap sekolah di Bali, diwajibkan  dengan berbagai biaya yang harus dibayar. Biaya ini adalah bentuk korupsi. Tapi orang tua mendapat tekanan, dan mereka benar-benar tidak memiliki pilihan lain kecuali membayar.
